Jill Thomas is a professional evaluator with a background in business analysis, program funding, contract management, project reviews and reporting. Jill’s experience spans the Aboriginal health care, education and finance sectors, including not for profit and commercial organisations.

While working for a community controlled Aboriginal Health Care provider, Jill led program funding applications, monitoring, reporting and contract management as well as the development and implementation of multiple data collection systems, including the implementation of an electronic medical record across eleven Cape York communities. At the same time, Jill was also instrumental in the development of research protocols for working with Aboriginal Communities in Cape York to support ethical, fair and respectful interactions between community members and research agencies.

FORMATIVE AND SUMMATIVE PROGRAM EVALUATIONS

  • To inform organisational decision making: Experience in the development of evaluation and monitoring frameworks, logic models and program theory and use of a range of quantitative and qualitative research techniques including surveys, focus groups, semi structured interviews, program activity data analysis and building evaluation capacity within organisations.

ANALYSIS AND PROBLEM SOLVING

  • Conducts reviews to establish current state, system or process gaps/ problems and potential solutions.

COMMUNICATION AND COLLABORATION

  • Proven experience in negotiating and consulting with a wide range of internal and external stakeholders

PROJECT AND PROGRAM MANAGEMENT

  • Project management lifecycle experience and application of project methodologies, risk, issue and change management.
